Town Hall and Regional Museum in Tolkmicko

General Information

The town hall in Tolkmicko is a contemporary public utility building, opened in 2014, serving as the seat of the Town and Commune Office, the Civil Registry Office, and cultural institutions, including the Regional Museum. The building was erected on the site of the historic seat of the municipal authorities, which was destroyed at the end of the Second World War.

Location

The building is situated in the central part of the town, at 1 Plac Wolności (the market square), which constitutes the historic heart of Tolkmicko’s urban layout. The town hall closes the southern frontage of the market square. Owing to its location near the port and its integration into the historic urban fabric, the building constitutes an architectural dominant and a landmark, while its observation tower offers a panorama encompassing the Vistula Lagoon and the Elbląg Upland.

History

The history of the seat of the municipal authorities in Tolkmicko is marked by numerous disasters. The original town hall, whose date of construction is not precisely known, was destroyed in fires that ravaged the town. In 1694, fire consumed half of Tolkmicko’s buildings, and another great fire on 29 July 1767 completely ruined the town hall together with the church and the school. The reconstruction of the magistrate’s seat was undertaken in the Prussian period, and the new building was erected in 1793. This structure served the municipal authorities for more than a century and a half, bearing witness to the political and historical transformations of the region.

The end of the Baroque-Classical town hall came in 1945. In February, during the Red Army offensive and the fighting for East Prussia, the historic centre of Tolkmicko suffered major destruction. The town hall was burned and demolished by Soviet troops. For the following decades, the site of the former magistrate’s office remained undeveloped, and the commune authorities operated from another building.

The decision to restore the town’s symbol was taken only in the twenty-first century. In 2013–2014, thanks to support from European Union funds, an investment project was carried out involving the construction of a new building referring to the historical tradition. The ceremonial opening of the new town hall took place in October 2014. Together with the new seat of the authorities, the Regional Museum began its activity in the building (often also referred to as the Memory Chamber), with the aim of collecting memorabilia and providing historical education.

Architecture and characteristics of the building

The contemporary town hall in Tolkmicko is not a faithful reconstruction of the 1793 building, but rather a historicising structure designed to harmonise with the former small-town development. The building was erected on a rectangular plan, using red ceramic brick and white plastered details, which constitutes a reference to the architecture of East Prussia. The mass of the building is diversified by arcades and tall windows.

A characteristic element of the town hall is the added tower with an observation terrace, crowned with a pyramidal helmet. From the terrace, accessible to tourists, there is a view over the waters of the Vistula Lagoon, the Vistula Spit, and Krynica Morska.

The interiors of the building were designed with multifunctionality in mind. The ground floor and upper floors are occupied by the offices of the Town and Commune Office and the Wedding Hall. The exhibition space of the Regional Museum has been arranged in separate rooms, enabling the presentation of permanent and temporary exhibitions.

Collections of the Regional Museum

The Regional Museum, located in the town hall, presents a permanent exhibition entitled “Śladami przeszłości” (“In the Footsteps of the Past”). The exhibition focuses on the rich and multicultural history of the Tolkmicko region. Among the most interesting collections are archaeological finds originating from research conducted at the “Wały Tolkmita” stronghold and in the Elbląg Upland. The exhibits also include memorabilia connected with the former everyday life of the inhabitants, fishing (the principal occupation of the people of Tolkmicko for centuries), as well as documents and photographs showing pre-war Tolkemit. The museum serves as a local centre of historical education and also organises exhibition openings of local artists.
